Government Considers ₹8,500 Crore EV Push For Private Buses, Trucks Amid Fuel Concerns

The Centre is evaluating an incentive programme worth more than $1 billion, or over ₹8,500 crore, to support the adoption of electric buses and trucks by private fleet operators as rising crude oil prices intensify pressure on India’s energy imports.

According to people familiar with the discussions, the proposed scheme may run for 10 years and focus on accelerating electrification in the country’s commercial transport segment, where diesel continues to dominate vehicle usage. Inter-city bus operators are expected to receive a major share of the proposed support.

The discussions come at a time when India is facing elevated energy-related risks due to geopolitical tensions in West Asia. India imports nearly 90% of its crude oil requirement, making domestic fuel costs vulnerable to global supply disruptions and higher international crude oil prices.

Incentive Structure Under Consideration

The officials are now working on the scheme’s structure including the budget allocation, the eligible vehicle categories as well as the financing support mechanisms. The proposal is still under consultation and may undergo changes before approval.

As per the discussions, the government is considering interest subvention benefits of up to ₹15 lakh per vehicle over its operational life. Authorities are also examining a partial credit guarantee framework aimed at encouraging banks and financial institutions to finance electric commercial vehicles for private operators.

Meetings involving the Prime Minister’s Office, lenders, vehicle manufacturers and fleet operators are expected to take place this month to refine the proposal.

Initial estimates discussed during consultations indicate support for nearly 10,000 electric buses in the early phase, with the potential to scale up to 40,000-50,000 vehicles over time.

Industry participants have also sought additional measures including charging infrastructure support, toll waivers, tax concessions and lower electricity tariffs to improve operating economics for fleet operators.

Commercial EV Adoption Still Limited

State transport undertakings have driven most of India’s electric bus adoption over the last few years. However, diesel vehicles continue to account for the majority of new commercial vehicle registrations.

India has more than 2 million buses on the road, while government-operated fleets account for only around 5% of the total, according to estimates discussed during the consultations. Nearly the entire truck segment remains privately operated.

The drive for commercial electric vehicles is also related to air pollution. Research conducted by the International Council on Clean Transportation has suggested that vehicular emissions account for a large portion of particulate matter pollution in cities such as New Delhi.

Impact on Auto & EV Stocks

The incentive scheme could boost investor sentiment towards auto and electric mobility stocks. Those companies that have been exposed to electric buses, battery systems, charging technology, and commercial EVs manufacturing may still attract attention if the policy gets further consideration.

Market participants are also expected to track companies involved in financing electric fleets and commercial transport infrastructure, as financing support may become a key component of the proposed programme.

The Ministry of Heavy Industries, which oversees EV incentive schemes, has not issued an official statement on the proposal so far.
