These proposals are aimed at reducing the number of disputes and making it easier for taxpayers to comply by increasing the limits for various judicial forums and the timeframe for making corrections to filed returns.
Appeal Thresholds Increased Across Forums
With the new changes, the appeal filing thresholds for the Income Tax Appellate Tribunal (ITAT) have been increased from ₹50 lakh to ₹60 lakh, for high courts from ₹1 crore to ₹2 crore, and for the Supreme Court from ₹2 crore to ₹5 crore.
The ITAT functions as the first appellate authority for income-tax disputes. With the revised limits, the tax department will not take action on cases below the stipulated limits. This is likely to reduce the number of litigations pending in various courts.
Updated Return Window Extended
The Finance Bill has also proposed an extension of the updated return window to 48 months. Updated returns allow taxpayers to revise their filings to correct omissions or errors.
According to the finance minister, taxpayers will be able to file updated returns even after the initiation of reassessment proceedings. The framework allows for the adjustment of previously submitted updated returns, encompassing modifications tied to reported losses.
Measures To Improve Compliance
The government stated that the changes are part of efforts to streamline tax administration and improve compliance. By allowing a longer time frame for corrections, the updated return system is intended to provide flexibility to taxpayers in addressing discrepancies in filings.
The finance minister also noted that the revised thresholds for appeals form part of a broader effort to rationalise litigation and reduce the burden on judicial forums.
New Income Tax Act From April 1
The government also confirmed that the Income Tax Act, 2025, will take effect from April 1. The new act seeks to simplify compliance with tax regulations by using simple language and reducing the number of forms that are filled out in the process.
According to the finance ministry, the new framework seeks to help individuals understand and comply with the regulations without having to seek professional help.
This is because the approval of the Finance Bill 2026 signifies the introduction of the reforms, which is scheduled for the onset of the new financial year.
