Monsoon Session 2025 Begins With Focus on Major Tax, Mining, and Sports Bills

India’s Parliament today commenced its Monsoon Session, running from July 21 to August 21, 2025, with a packed legislative agenda that includes eight new bills alongside seven pending ones. Chief among them is the Income Tax Bill, 2025, aimed at simplifying direct tax laws and replacing the six-decade-old Income Tax Act of 1961. A select parliamentary committee, chaired by MP Baijayant Panda, has already submitted its report, and the bill is likely to be tabled for approval during this session. The Nifty index is up about 100 points, surging beyond the 25,000 mark.


Other priority legislation includes amendments across key economic, environmental and sporting sectors. Notable new bills are:

  • Mines and Minerals (Development and Regulation) Amendment Bill, 2025, which seeks to modernise mineral leases, enhance deep-cover mining and strengthen the National Mineral Exploration Trust.
  • The Taxation Laws (Amendment) Bill, 2025, is intended to streamline tax regulations and eliminate redundancies.
  • Jan Vishwas (Amendment of Provisions) Bill, 2025, focused on ease of doing business by decriminalising minor offences.
  • Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, 2025, to protect geological heritage and support scientific and tourist activities.
  • The National Sports Governance Bill, 2025 and the National Anti-Doping (Amendment) Bill, 2025, are designed to improve transparency in sports administration and align doping rules with international norms.
  • Indian Institutes of Management (Amendment) Bill, 2025, to include IIM Guwahati under the IIM Act.
  • Manipur GST (Amendment) Bill, 2025, aligns state GST laws with central legislation.

In addition to these, the session will revisit several pending bills, including the Merchant Shipping Bill, Coastal Shipping Bill, Carriage of Goods by Sea Bill, Indian Ports Bill, and the Representation of Scheduled Tribes in Goa Bill.

The opposition, particularly the INDIA bloc, is preparing spirited debates on non-legislative issues. These include Operation Sindoor (the counter‑terror response to the Pahalgam attack), foreign policy dynamics with China and the US, and ethical governance in Manipur, where President’s Rule will be extended.

Technological upgrades are also part of the modernisation push. Parliament has introduced AI-based tools to publish daily agenda papers in 12 languages and implemented digital attendance via multi‑media devices at MPs’ desks.
