U.S. Emergency Oil Reserve Falls To Lowest Level Since 1983 Amid Continued Drawdowns

The reserve stood at 340.3 million barrels as of June 12, 2026, following the release of another 8.9 million barrels during the previous week. The current number is smaller compared to the previous lowest number that was registered in July 2023 and is the smallest since July 1983.
The SPR acts as the U.S. emergency stock of crude oil and is intended to offer reserves during any serious disruption within the international energy market.
Stockpile Drops Due To Conflict-Related Release
The decrease has come after several months of disruption caused by the ongoing conflict related to Iran. Since then, more than 75 million barrels have been drawn down from the reserve, accounting for roughly an 18% reduction.
At current levels, the emergency stockpile is less than half of its total storage capacity. The U.S. administration has used the reserve to ease pressure on energy markets and limit the impact of elevated fuel costs on consumers and businesses. The releases have coincided with efforts by several governments to stabilize global crude supplies amid geopolitical uncertainty.
Concerns Over Operational Flexibility
The pace of withdrawals has sparked concerns among industry participants about the reserve’s ability to respond to future emergencies. Andy Lipow, President of Lipow Oil Associates, told CNN that the SPR releases, combined with actions by other governments and adjustments in global oil trade flows, have helped prevent a sharper rise in crude oil prices.
Nevertheless, he stated that the smaller size of the reserves may impair their ability to serve the purpose in case of any other supply shock, especially in the Atlantic hurricane season, where disruptions in production from the Gulf of Mexico area pose some threat. There is also concern from industry stakeholders about operating difficulties in drawing down.
Mike Sommers, Chief Executive Officer of the American Petroleum Reserve, said during a CNN interview that the reserve must remain at least 20% full to operate effectively. He added that current inventory levels are approaching a range that warrants closer attention.
Rebuilding The Reserve May Take Time
The oil released during the conflict period will eventually need to be replaced, but replenishment is expected to be a gradual process. The timing presents an additional challenge as hurricane season progresses, potentially leaving the domestic energy system with a smaller emergency cushion during a period when weather-related disruptions are more common.
Energy markets and policymakers will be watching closely for future decisions on SPR releases and plans to refill it, with crude inventories at their lowest in more than four decades.
