Halwa Ceremony Marks Final Phase of Union Budget 2025

The traditional Halwa ceremony, marking the final phase of Union Budget preparations, is set to take place at the North Block of the Central Secretariat on Friday evening, January 24.

As per tradition, Finance Minister Nirmala Sitharaman will preside over the ceremony, accompanied by Minister of State Pankaj Chaudhary and key secretaries. Officials and staff involved in compiling the Budget will also be present for the occasion.

What is the Halwa Ceremony?

Held annually before the Budget’s "lock-in" process, the Halwa ceremony is a long-standing ritual. During this event, a traditional Indian sweet dish, ‘halwa’, is prepared in a large ‘kadhai’ at the North Block. The Finance Minister stirs the mixture and serves it to those involved in the Budget’s formulation.

This ceremony serves as a token of appreciation for the dedicated efforts of finance ministry officials working on the Budget. Additionally, it marks the beginning of the printing process for all budget documents ahead of their official presentation in Parliament.

A crucial aspect of this event is the lockdown of the finance ministry, where officials working on the Budget are restricted from leaving the premises. They remain within the ministry until the financial document is presented in Parliament. Since 1980, the Union Budget has been printed in the North Block’s basement as a standard practice.

When Will Budget 2025 Be Presented?

The Budget Session of Parliament is scheduled to commence on January 31 and conclude on April 4. The Union Budget for 2025 will be presented on February 1.

On January 31, President Droupadi Murmu will deliver an address to a joint sitting of both Houses of Parliament. Following this, an inter-session break will take place from February 14, with proceedings resuming on March 10.

Similar to previous years, Budget 2025 will also be presented in a paperless format.
